To qualify for the HCWP, applicants must meet specific requirements:
- Work Experience: Applicants need at least six months of recent, relevant work experience in home care or a credential from a related training program of at least six months.
- Language Proficiency: A Canadian Language Benchmark (CLB) of 4 or higher in English or French is required.
- Job Offer: A full-time job offer from an eligible employer is mandatory. This includes private households, home health care providers, and other organizations that directly hire home care workers.
A Simplified Path to Permanent Residence
The HCWP offers several improvements over previous caregiver immigration programs. Key benefits include:
- A one-step process for permanent residence, eliminating the need for multiple applications.
- Reduced language and education requirements, making the program more accessible.
- No requirement for Canadian work experience, opening opportunities for international applicants.

Preparing for the Application Process
IRCC encourages potential applicants in the Workers in Canada stream to prepare by taking an approved language test and obtaining an Educational Credential Assessment (ECA) before the program’s launch date. These steps will help ensure a smooth application process.
Opportunities for Out-of-Status Workers
A limited number of home care workers currently in Canada without valid status may also be eligible under a new public policy. This provision reflects Canada’s commitment to regularizing the status of essential workers who contribute to critical sectors.
Transition for Previous Applicants
Applicants who previously applied under the now-closed Home Child Care Provider and Home Support Worker Pilots may still qualify if they meet specific conditions. Those who applied to the “Gaining experience category” before June 2024 and have since accumulated enough work experience are encouraged to explore this new pathway.
